Committee:  Transportation

Date Completed:  3-3-16

RATIONALE

John Wayne "Dusty" Marcum was an elite Navy SEAL who died in Afghanistan on September 12, 2008. He had taken part in 12 missions overseas since 2001, earning many awards and recognition. He was a Flushing Township native who joined the Navy in 1991 after graduating from Flushing High School. To honor his sacrifice and service, it has been suggested that a highway in Genesee County should be named after him.

ARGUMENTS

(Please note:  The arguments contained in this analysis originate from sources outside the Senate Fiscal Agency.  The Senate Fiscal Agency neither supports nor opposes legislation.)

Supporting Argument

Mr. Marcum had a distinguished career as an elite soldier in the United States Navy. He was a highly decorated soldier who had been a member of the elite special operations group SEAL Team Six since 2001. His awards include the following: two Silver Stars, four Bronze Stars, a Joint Service Commendation Medal, a Navy and Marine Corps Commendation Medal, an Army Commendation Medal, a Joint Service Achievement Medal, four separate combat action ribbons, and the Purple Heart. Flushing High School had given him a special award, and the local Moose Lodge has an annual scholarship awarded in his name and honor. To further honor and memorialize John Wayne "Dusty" Marcum, it would be fitting to recognize his service and sacrifice by naming a stretch of highway after him.
