CONTENT
The bill would amend the Management and Budget Act to require the Department of Technology, Management, and Budget to give preference to biobased products whose content was sourced in Michigan when making purchases.
Currently, if consistent with Federal statutes, in all purchases made by the Department, all other things being equal, preference must be given to products manufactured or services offered by Michigan-based firms or by facilities whose operator is designated as a clean corporate citizen. Under the bill, preference would have to be given as currently required or to biobased products whose content was sourced in the State.
"Biobased product" would mean a product granted the United States Department of Agriculture certified biobased product label.
The bill would take effect 90 days after its enactment

FISCAL IMPACT
The Department of Technology, Management, and Budget reports that the bill would have a minimal fiscal impact on its operations and would require only minor adjustments to existing procedures.
The bill would have no fiscal impact on local government.
