SUBSTITUTE FOR
HOUSE BILL NO. 5156
A bill to amend 1976 PA 451, entitled
"The revised school code,"
by amending section 1527 (MCL 380.1527), as amended by 2014 PA 484.
THE PEOPLE OF THE STATE OF MICHIGAN ENACT:
Sec.
1527. (1) The board of each a
school district , or
intermediate
school district, or the board
of directors of a public
school academy, or an achievement authority shall provide at least

days 30 hours of teacher professional development each school
year for each teacher, delivered in increments of not less than 45
minutes based on guidelines developed by the department. Beginning
with the first school year that starts after the department
finalizes the guidelines described in this subsection, the
professional development shall be based on state board approved
standards for professional learning and also shall be based on an
individual professional development plan for each teacher, or a
school improvement plan for a school in which he or she teaches,
that is consistent with the guidelines developed by the department
under this subsection. These guidelines shall meet at least all of
the following:
(a) Shall be based on the requirements of section 3a of
article II of 1937 (Ex Sess) PA 4, MCL 38.83a.
(b) Shall require the professional development to be targeted
to a group of teachers based on a commonality of needs as
established through the teachers' individual development plans or
the school's school improvement plan.
(c) Shall require a portion of the professional development to
be embedded throughout the school year.
(2) The department shall develop and implement the guidelines
described in subsection (1) no later than 90 days after the
effective date of the amendatory act that added this subsection.
(3) (2)
A state-approved nonpublic school
may provide teacher
professional development for nonpublic school teachers. The
department shall credit this professional development toward the
issuance or renewal of a teaching certificate or endorsement to the
same extent as professional development provided by a public school
is credited for its teachers for those purposes if the department
determines that all of the following are met:
(a) The professional development provides substantially the
same program content as professional development provided by a
public school that is credited by the department toward the
issuance or renewal of a teaching certificate or endorsement.
(b) The nonpublic school submits to the same auditing and
documentation requirements for professional development as a public
school.

Professional development days hours provided
under
this section shall not be counted toward the professional
development required under section 1526.
(5) As used in this section, "achievement authority" means
that term as defined in section 3 of the state school aid act of
1979, MCL 388.1603.
Enacting section 1. This amendatory act takes effect 90 days
after the date it is enacted into law.
Enacting section 2. This amendatory act does not take effect
unless all of the following bills of the 98th Legislature are
enacted into law:
(a) House Bill No. 5157.
(b) House Bill No. 5158.
(c) House Bill No. 5159.
