SENATE SUBSTITUTE FOR
HOUSE BILL NO. 4813
A bill to amend 1956 PA 217, entitled
"Electrical administrative act,"
by amending section 3e (MCL 338.883e), as added by 1990 PA 246.
THE PEOPLE OF THE STATE OF MICHIGAN ENACT:
Sec. 3e. (1) An individual who is employed as an apprentice
electrician shall register with the board on a form provided by the
board within 30 days after employment.
(2)
The department of labor licensing
and regulatory affairs
shall
issue a certificate of registration to a person an individual
who
is seeking registration upon if it receives satisfactory proof
of
the person's individual's participation in a bona fide an
apprenticeship training program approved by the board under
subsection
(4). This program shall be
equivalent to the
requirements
of those imposed by the United States department of
labor
bureau of apprenticeship and training, subject to subsection
(3).
(3)
Except as otherwise provided in subsection (4), the The
ratio of electrical journeymen or master electricians to registered
apprentice electricians shall be on the basis of 1 electrical
journeyman
or master electrician to 1 no
more than 3 registered
apprentice
electrician. electricians.
The department of labor
licensing and regulatory affairs or an enforcing agency shall
enforce the ratio on a jobsite basis.
(4)
Notwithstanding subsection (3), in the case of a
residential
single family dwelling or a multifamily dwelling not
exceeding
8 units per building, the department of labor or an
enforcing
agency shall enforce the apprentice electrician ratio on
the
basis of 1 electrical journeyman or master electrician to 2
registered
apprentice electricians on a jobsite basis.
(4) For the purposes of this section, the board shall approve
any bona fide apprenticeship training program that complies with
subsection (3) and, excluding that which is covered under
subsection (3), is equivalent to or exceeds the requirements of
those imposed by the Office of Apprenticeship in the United States
Department of Labor.
Enacting section 1. This amendatory act takes effect 90 days
after the date it is enacted into law.
