SUBSTITUTE FOR
SENATE BILL NO. 239
A bill to prohibit a local unit of government from enacting an
ordinance or rule that regulates a dog based solely on breed,
perceived breed, or type; and to provide for the powers and duties
of certain local governmental entities.
THE PEOPLE OF THE STATE OF MICHIGAN ENACT:
Sec. 1. (1) A local unit of government shall not enact or
enforce an ordinance or rule that regulates a dog based solely on
the breed, perceived breed, or type of dog.
(2) This act does not prohibit a local unit of government from
enacting an ordinance or rule that places restrictions or imposes
additional requirements on dogs or dog owners.
(3) As used in this act, "local unit of government" means a
county, city, village, or township.
Enacting section 1. This act takes effect 90 days after the
date it is enacted into law.
