SUMMARY:

Senate Bill 343 would amend the Revised School Code to require schools to provide students with the most recent analysis of in-demand occupations in the region. Additionally, it would require the Michigan Department of Technology, Management, and Budget (DTMB) to publish the analysis on its website and send it to schools by September 1 of each year.

Currently, Section 1278c of the Code requires the Michigan Department of Education (MDE) to provide certain career and technical education (CTE) information on its website.  Similarly, the section requires school boards and boards of directors of public school academies (PSAs, or charter schools) to provide students with information about how they can fulfill Michigan Merit Curriculum requirements with CTE or another program approved by the MDE.

The bill would add a requirement that school boards and boards of directors of PSAs also provide students with the most recent analysis of in-demand occupations in the region in which the school district, intermediate school district (ISD), or PSA is located. This information may be provided to students electronically.

The DTMB’s Bureau of Labor Market Information and Strategic Initiatives would publish the analysis on its website and send it to school districts, ISDs, and PSAs no later than       September 1 of each year.

BACKGROUND:

The “regions” noted in the bill are understood to refer to “prosperity regions,” as identified by

the DTMB’s Bureau of Labor Market Information and Strategic Initiatives. The Bureau currently compiles job demand snapshots[1] for each of ten prosperity regions in the state. The most recent set of snapshots was published to the DTMB website on May 16, 2018. The prosperity regions are:

1.   Upper Peninsula                                                    6.   East Michigan

2.   Northwest                                                              7.   South Central

3.   Northeast                                                               8.   Southwest

4.   West Michigan                                                       9.   Southeast Michigan

5.   East Central Michigan                                            10. Detroit Metro

FISCAL IMPACT:

The bill would have no fiscal impact on the state or local units of government. DTMB already creates the analysis of in-demand occupations for the state, and there should not be a cost to post the analysis on its website and send the analysis electronically to school districts, ISDs, and PSAs.
