REVISE DRIVER TRAINING CURRICULUM

SUMMARY:
House Bill 4705 would amend the Driver Education Provider and Instructor Act (“the Act”) to add an additional content requirement to the teen driver education Segment 1 curriculum.
Currently under the Michigan Vehicle Code, a teen driver is licensed under graduating steps with instruction provided in Segments 1 and 2, separated by both time and a required number of hours of supervised driving experience. Under the Act, Segment 1 must include both classroom and behind-the-wheel driver education instruction, which must be integrated, related to each other, and meet certain requirements as specified in the Act, including, but not limited to, the number of required instructional hours, the schedule of instruction, and required content regarding the operation of bicycles and motorcycles on the road.
House Bill 4705 would expand the Segment 1 curriculum content for classroom instruction to require that it also include information concerning the proper actions to be taken by a driver during a traffic stop.

FISCAL IMPACT:
The bill would have no significant fiscal impact on the state or local governments. There would be minor administrative costs to the Department of State related to changes in curriculum that would be covered by existing appropriations.
