DRIVER IMPROVEMENT COURSE ELIGIBILITY

SUMMARY:

Currently, the Michigan Vehicle Code prohibits the secretary of state (SOS) from entering points on an individual's driving record for a moving violation or making any information regarding the moving violation available to an insurance company if the individual attends and successfully completes a basic driver improvement course.

However, the Code provides a number of conditions under which an individual is ineligible to attend the driver improvement course including if he or she successfully completed one previously.

House Bill 4808 would amend the Code such that the individual would be ineligible only if he or she successfully completed the course within the immediately preceding 12 months.

FISCAL IMPACT:

The bill would have no fiscal impact to the state or local governments. Any potential increase in costs to the SOS related to higher participation in the basic driver improvement course would be covered by an increase in fee revenue remitted to SOS from approved training sponsors.
