SUMMARY:
House Bill 5112 amends the Michigan Memorial Highway Act to designate the portion of the Red Arrow Highway, in Berrien County, beginning at the intersection with Glenlord Road and extending north to the intersection with Hilltop Road as the “Trooper Robert J. Mihalik Memorial Highway.”

BACKGROUND INFORMATION:
Robert J. Mihalik was a State Police Trooper who was shot and killed on September 9, 1984, while attempting to arrest a man who had robbed a Benton Township gas station. Trooper Mihalik was born in Niles in 1947 and lived with his family in Lincoln Township in Berrien County. He graduated from Lakeshore High School in 1965 and from Michigan State University in 1973. He was 37 years old at the time of his death. According to the bill sponsor, this memorialization of Trooper Robert J. Mihalik would be a way to honor his sacrifice and also to remind the community of the dangers that first responders face daily.
FISCAL IMPACT:
Section 2 of the Michigan Memorial Highway Act indicates that the State Transportation Department shall only provide for the erection of suitable markers indicating the name of the highway “when sufficient private contributions are received to completely cover the cost of erecting and maintaining those markers.” As a result, the bill has no state or local fiscal impact.
