CONTENT

 

The bill would provide supplemental appropriations for fiscal year (FY) FY 2017-18 for the Department of Attorney General and the Department of State Police, in order to implement a school safety program. The bill proposes FY 2017-18 Gross appropriations of $18.6 million, all from General Fund/General Purpose (GF/GP) revenue. Most of the proposed GF/GP funding, $15.0 million, would be appropriated in the Department of State Police for safety security grants for K-12 schools. The bill also proposes an additional $500,000 in the Department of Attorney General for the OK2SAY student safety program that allows students to confidentially report tips on potential harm or criminal activities directed at students or school employees. In addition, the bill would consolidate the Department of Attorney General's OK2SAY program dollars by transferring $470,000 of Student Safety Fund revenue from the operations line item to the new OK2SAY line item. Table 1 summarizes the appropriations in the bill.

FISCAL IMPACT

 

The bill would provide additional FY 2017-18 appropriations of $18.6 million Gross and GF/GP, for the Department of Attorney General ($0.5 million) and the Department of State Police ($18.1 million). Table 2 summarizes the details of the appropriations in this bill.

 

FY 2017-18 BOILERPLATE LANGUAGE SECTIONS

 

Sec. 201. General. Records amount of total State spending and payments to local units of government.

 

Sec. 202. General. Subjects appropriations and expenditures in the bill to the provisions of the Management and Budget Act.

 

Sec. 301. State Police-School Safety Initiative. Requires funds appropriated for the school safety initiative to be used for competitive grants to public or nonpublic schools, school districts, and intermediate school districts, for the improvement of safety and security of K-12 school buildings, students, and staffs; limits applications to one per eligible entity (e.g. an individual school may submit an application but must not be included in a school district application), capping individual schools at $25,000, and school districts and intermediate school districts at $250,000; divides the funding into two portions: $5.0 million available to eligible entities at the capped amounts of $25,000 and $250,000, and $10.0 million available to eligible entities with no fund caps but requiring a 25% local match; outlines eligible and ineligible expenditures; requires the Department to issue grant guidance and application


materials no later than July 1, 2018, and to issue awards no later than October 31, 2018; and requires the Department to report on grant activities by December 31, 2018.

 

Sec. 302. State Police-School Emergency Notification System. Requires funds appropriated for the school emergency notification system to be used to expand the existing advanced 9-1-1 contract to implement a statewide K-12 public school panic button app system; requires integration of the State's current supplemental 9-1-1 database with the school emergency notification system; and states that the purpose of the appropriation is to defray initial implementation costs.

 

Sec. 303. State Police-Intelligence Operations. Requires the Department to report on OK2SAY tip activity, emergency contact information for each K-12 school, and whether any K-12 schools are using a tip line other than the OK2SAY system.
