ANALYSIS AS PASSED BY THE SENATE

Senate Bill 618 (as passed by the Senate)

Sponsor:  Senator Dave Hildenbrand

Committee:  Transportation

Date Completed:  1-24-18

RATIONALE

Michigan Department of Corrections employee Candice Dunn died in a crash on May 9, 2017, on M-59 in Livingston County while returning from the Department's Employee Appreciation banquet, where she received a special honor. Ms. Dunn was the Department's 2017 Parole/Probation Agent of the Year, and a 12-year veteran with the Department who worked in the Eastern District Probation Office, Troy Probation Office and as a drug court agent in Wayne County. Ms. Dunn also was a criminal justice instructor at South University in Novi. In memory of Ms. Dunn, it has been suggested that a portion of M-59 should be named after her.

CONTENT

The bill would amend the Michigan Memorial Highway Act to designate the portion of highway M-59 located within Livingston County as the "Candice Dunn Memorial Highway".

The bill would take effect 90 days after it was enacted.

Proposed MCL 250.1012a

ARGUMENTS

(Please note:  The arguments contained in this analysis originate from sources outside the Senate Fiscal Agency.  The Senate Fiscal Agency neither supports nor opposes legislation.)

Supporting Argument

According to reports, Candice Dunn, her mother, and her mother's boyfriend were among those killed on May 9, 2017, around 10:40 p.m. when a Fenton, Michigan, resident was supposedly speeding and intoxicated, and drove through a stop sign without stopping. Two occupants in the Fenton man's car also were killed at the scene. According to an article from the Detroit Free Press, Ms. Dunn was well-known in the Department and was remembered for organizing holiday food drives for needy families in the Pontiac Area ("Woman killed in car crash had just been named Michigan probation agent of year", 5-10-2017). Naming a highway after Ms. Dunn would be an appropriate way to recognize her dedication to improving the lives of others and making her community a better place.
