CONTENT
The bill would amend the Driver Education Provider and Instructor Act to do the following:
-- Require a driver education instructor preparation program (DEIPP) provider to maintain certain information for each student for at least four calendar years, and make that information available for inspection by the Secretary of State (SOS).
-- Require the SOS's prepared DEIPP model to identify the curriculum, administration, and delivery method of each course.
-- Require the SOS to give a DEIPP provider at least 90 days to modify its program or courses and submit those changes to the SOS for approval if the SOS amended the DEIPP guide.
-- Require the SOS to meet with DEIPP providers at least once every two years to ensure that the program guide was current and to discuss use of technology as a content delivery method.
-- Specify that the model program guide would not require a total number of hours for its courses in excess of applicable nationally recommended standards by the Association of National Stakeholders in Traffic Safety Education.
-- Revise the concepts that DEIPP courses must cover.
-- Require a driver education instructor preparation course to extend for at least 10 instructional days, instead of three weeks.
-- Require a course instructor to hold a valid teaching certificate issued under the Revised School Code, a bachelor's degree in education, or the equivalent of five years of experience in classroom and behind-the-wheel driver education teaching the model curriculum for teen driver training, instead of a master's degree.
-- Allow the SOS to suspend the approval of a DEIPP after notice and an opportunity for hearing if it determined the program did not meet the requirements of the Act.
The bill would take effect 365 days after it was enacted.
