CONTENT

 

The bill would amend Public Act 114 of 1965, which provides for the Michigan Bean Commission, to do the following:

 

 --    For purpose of determining county representation on the Commission, eliminate District 8, and include Saginaw County within District 2.

 --    Specify that the Commission's membership would including a grower from each of the seven districts, a member at large, and one processor shipper handler member.

 --    Require, beginning with the Commission's first annual meeting following the bill's effective date, and for each member at-large vacancy that followed, the selection members to select and appoint the member at large at the Commission's annual meeting.

 

The bill would take effect 90 days after its enactment.

 

District Reorganization

 

For the purposes of the Act, the State is divided into eight districts:

 

 --    District 1: Arenac, Bay, and Midland Counties, and all counties north of Midland County that are not otherwise designated in a district.

 --    District 2: Gratiot County.

 --    District 3: Tuscola County.

 --    District 4: Genesee, Lapeer, Macomb, St. Clair, and Sanilac Counties.

 --    District 5: eastern half of Huron County, using Highway 53 as the western boundary.

 --    District 6: western half of Huron County, using Highway 53 as the eastern boundary.

 --    District 7: Clinton, Eaton, Ingham, Isabella, Kent, Mecosta, Montcalm, and Shiawassee Counties, and all counties west and south of this district not otherwise designated in a district.

 --    District 8: Saginaw County.

 

The bill would eliminate District 8, and include Saginaw County within District 2.

 

Michigan Bean Commission

 

The Commission currently consists of nine voting members: a grower from each of the eight districts, and one processor shipper handler member. Under the bill, the Commission's


membership would remain at nine voting members, and would include a grower from each of the seven districts, one member at large, and one processor shipper handler member.

 

Selection of At-Large Member

 

Under the bill, beginning with the Commission's first annual meeting following the bill's effective date, and for each member at-large vacancy that followed, the selection members would have to select and appoint the member at large at the Commission's annual meeting. "Selection members" would mean the Commission members selected and appointed for each district and the processor shipper handler member.

 

The Act provides for the appointment of members after a vacancy, and requires a meeting of growers to be held in each district in a year when a vacancy occurs. Under the bill, these requirements would apply except for the selection and appointment of an at-large member, described above.
