The bill would amend the Michigan Liquor Control Code to specify that the Michigan Liquor Control Commission could issue only one specially designated merchant (SDM) license for each 1,000 of population or fraction of 1,000.

(An SDM license allows the licensee to sell beer and/or wine at retail for off-premises consumption.)

FISCAL IMPACT

The bill would not have a significant fiscal impact on State or local government. The bill allows the Department of Licensing and Regulatory Affairs (LARA) to issue a single specially designated merchant (SDM) license to a merchant located in a city, incorporated village, or township with a population of fewer than 1,000 individuals. Because of the small number of licenses that could be expected to be granted under this provision, the bill would not result in a significant revenue increase for LARA.
