SUMMARY:
House Bill 4101 would amend the Recodified Tax Increment Financing Act to allow the chief executive officer of a municipality to designate an individual from the municipality’s governing body to serve on a downtown development authority board in his or her stead.
The act currently allows municipalities to create downtown development authority boards to supervise economic development in downtown districts. These boards include between 8 and 12 members, in addition to the chief executive officer of the municipality (such as the mayor or city manager). The bill would allow the chief executive officer to designate someone from the municipality’s governing body to serve on the board in his or her place.
