ELECTION INSPECTOR TRAINING SCHOOL

SUMMARY:
House Bill 4678 would amend Chapter 28 (Holding of Elections) of the Michigan Election Law to allow local units to conduct their own election trainings.
Currently, in addition to the election school conducted by counties and offered to election inspectors in the cities and townships within that county, cities and townships with a population over 10,000 can conduct their own election school.
The bill would remove that threshold and allow cities and townships to conduct their own school as long as the respective clerk has achieved certification as a certified Michigan municipal clerk by the Michigan Association of Municipal Clerks and has conducted at least one general November election.
As currently, county clerks must notify their respective city and townships clerks of the county training school to be held within 20 days before each primary, general, and special election. City and township clerks must then notify all election inspectors of the training school. All inspectors must have completed the school or passed satisfactorily an exam given by the local unit.

FISCAL IMPACT:
The bill would have an indeterminate but likely marginal fiscal impact on cities and townships. A change to any local unit of government would be dependent on the current arrangements each has for compensating individuals for conducting or attending training sessions.
