CONTENT
The bill would provide supplemental appropriations for fiscal year (FY) 2018-19 for various State budget areas. The bill includes FY 2018-19 Gross appropriations of $12.0 million Gross and General Fund/General Purpose (GF/GP). Table 1 summarizes the appropriations in the proposed bill.

FISCAL IMPACT
The bill includes FY 2018-19 Gross and GF/GP appropriations of $7.0 million. Included in this funding is $2.0 million for the "Double Up Food Bucks" program in the Department of Agriculture and Rural Development, $5.0 million for census-related services in the Department of Health and Human Services, $5.0 million to implement the recreational marihuana legislation in the Department of Licensing and Regulatory Affairs, and a negative/positive appropriation of $11.0 million in the Department of Talent and Economic Development for five Michigan enhancement grants that have been redrafted to correct drafting errors in Public Act 618 of 2018.
FY 2018-19 BOILERPLATE LANGUAGE SECTIONS - PART 2
Sec. 201. General. Records amount of total State spending and payments to local units of government.
Sec. 202. General. Subjects appropriations and expenditures in the bill to the provisions of the Management and Budget Act.
Sec. 301. Agriculture and Rural Development - Dairy Industry Assistance Program. Alters language in Public Act 618 of 2018 to change the distribution of dairy industry assistance grants so the funding is distributed equally among all licensed dairy producers.
Sec. 302. Agriculture and Rural Development - Double Up Food Bucks. Requires Department to inform Food Assistance Program recipients that their benefits can be spent with their Bridge cards at many farmer's markets and inform them about the Double Up Food Bucks program. Directs Department to work with the Fair Food Network to expand program in every county in the State.
Sec. 401. Health and Human Services - Census Related Services. Directs that the $5.0 million appropriated in Part 1 be distributed to an organization that received the largest share of census-related services funding in Article X of Public Act 207 of 2018 (the Health and Human Services portion of the FY 2018-19 omnibus bill).
Sec. 431. Licensing and Regulatory Affairs - Implementation of Recreational Marihuana Initiative. Directs that the $5.0 million appropriated in Part 1 be used to implement the Michigan Regulation and Taxation of Marihuana Act. Requires a report to the Legislature and State Budget Office by August 1, 2019, on implementation costs. Directs that GF/GP costs of implementation be repaid using proceeds collected under the Act.
Sec. 501. Talent and Economic Development - Michigan Enhancement Grants. Allocates the $11.0 million appropriated in Part 1 as follows: (1) Maintenance, repair, and overhaul facility to be developed by a nonprofit organization that promotes the aerospace manufacturing industry, $500,000; (2) Low-orbit launch site to be developed by a nonprofit organization that promotes the aerospace manufacturing industry, $2.0 million; (3) St. Clair County Road Commission, $200,000; (4) Dearborn Heights Fire Department, $300,000; (5) Midland/Gladwin county dam improvements, $5.0 million; (6) Sherman Boulevard investment attraction/safe neighbor, $3.0 million.
Sec. 502. Talent and Economic Development - Michigan Enhancement Grants. Requires the Department to develop a grant form for the grants with specific criteria and requires all grant funds be disbursed by May 30, 2019.
REPEALER
Enacting Section 1.
Agriculture and Rural Development - Dairy Industry Assistance Program. Repeals Sec. 304 of Public Act 618 of 2018, which directed how dairy industry assistance grants were to be distributed by establishing a grant program. The repealed language is replaced by Sec. 301 in this bill.
