CONTENT

 

The bill would authorize the State Administrative Board, on behalf of the State, to accept a transfer of property from Garfield Charter Township in Grand Traverse County for the consideration of $1.00, and then to transfer that property back to Garfield Charter Township for $1.00. The property that would be affected by the bill is an approximately 100-acre parcel adjacent to Grand Traverse Commons (the site of the former State psychiatric hospital).

 

The parcel currently is owned by Garfield Charter Township, which received ownership of the parcel from the State under the land conveyance authorized by Public Act 38 of 1993. A deed restriction was included at that time that limited the parcel to being used for hiking and cross-country skiing. The bill effectively would allow for the retransfer the parcel to the Township with a more lenient deed restriction of "…solely and exclusively for non-motorized public purposes". This change would allow other trail users, such as mountain bikers, snowshoe'ers, and others, to use the trail system contained on the parcel legally.

 

FISCAL IMPACT

 

The bill would have no fiscal impact on State or local government.
