The bill would enact a new law to allow an elected official to place his or her constituent services information in a State or local government office that was publicly accessible and was located within the district that the elected official represented.

Specifically, the bill would allow an elected official to place his or her constituent services information in a State or local government office that was publicly accessible and was located within the district that the elected official represented, subject to available space. "Elected official" would mean an individual who holds an elective office in this State or a local government in this State.

"Constituent services information" would mean nonpolitical information from an elected official that includes booklets, coffee hour notices, and event schedules. "Nonpolitical information" would mean information that is not of a partisan, political nature and would not compromise the elected official's efficiency, integrity, or neutrality or the efficiency, integrity, or neutrality of the elected official's office.

A person could not deny access to an elected official to hold a constituent informational meeting at a State or local government office that was otherwise publicly accessible and located within the district that the elected official represented. The elected official would have to prearrange with the person a date and time for the meeting. "Constituent informational meeting" would mean any meeting with the purpose of disseminating nonpolitical information to constituents.
