The bill would amend Chapter 3 (Operator's and Chauffer's License) of the Michigan Vehicle Code to do the following:

--   Allow an individual to request to use his or her mailing address on his or her driver license.

--   Require him or her to notify the Secretary of State (SOS) if he or she changed his or her mailing address.

--   Require the SOS to change a driver's record to indicate a new mailing address, and provide the licensee with a new license or a label or some other mechanism containing the new mailing address.

The bill would take effect 90 days after its enactment.

Driver License

Under the Code, an application for an operator's or chauffer's license must include, among other things, a notice informing the applicant that the SOS is required to use the residence address provided on the application as the applicant's residence address on the qualified voter file for voter registration. The bill would delete this provision.

The Code requires an operator's license or a chauffer's license issued by the SOS to contain certain information, including the licensee's residence address. Under the bill, the license would have to contain either the licensee's residence address or, on request, mailing address.

Under the Code, for an operator or chauffeur license that contains a vehicle group designation, the SOS must issue a license that contains certain information, including the licensee's residence address. The bill would require the license to include either the licensee's residence address or, on request, mailing address.

Change of Address

The Code requires an operator or chauffer who changes his or her residence before the expiration of a license granted under Chapter 3 to notify the SOS of his or her new residence address.

The SOS must provide the person changing his or her residence address a notice informing the applicant that the SOS is required to use the residence address provided on the change

of address application as the applicant's residence address on the qualified voter file for voter registration. The bill would delete this provision.

Under the Code, after receiving a change of address notification, the SOS must change the driver's license record to indicate the new residence address. The bill also would require the SOS to change the driver's record to indicate a new mailing address.
