The bill would amend the Michigan Memorial Highway Act to designate the portion of I-94 in Jackson County between the US-127 South interchange and Hawkins Road as the "Trooper Manuel H. Fields Memorial Highway".

BACKGROUND

On August 27, 1994, State Trooper Manuel H. Fields reported to an overtime traffic enforcement assignment at the Jackson Post after previously completing an assignment as an instructor for the 109th Trooper Recruit School. That afternoon, Trooper Fields conducted a traffic stop on the north shoulder of westbound I-94, east of US-127.

During the traffic stop, another westbound vehicle struck Trooper Fields' cruiser, then the stopped vehicle, and finally Trooper Fields. The driver of the vehicle that struck Trooper Fields fled the scene and eventually called in the collision. The driver eventually was charged with negligent homicide and leaving the scene of a fatal accident.

As a result of his injuries, Trooper Fields was pronounced dead at the scene of the collision. He was 34 years old at the time of his death. Trooper Fields was the 46th Michigan State Police Officer to die in the line of duty.
