Ways and Means
CONTENT
The bill would amend the Electronic Open Access to Government Act to require employee salary and general benefit information for each executive branch department to be listed on the State's website, in addition to the information currently required to be posted under the Act.
The Act requires the Department of Technology, Management, and Budget (DTMB) to include links on the State's website to the function and contact information for each executive branch department and each major division or subunit within the department. The bill also would require the DTMB to include links on the State's website to employee salary information for each executive branch department and each major division or subunit within the department.
Under the bill, in addition to the information currently required for each department, the information required under the Act would have to include a list of the department's employees that includes the position title, classified or nonclassified civil service distinction, salary, and general benefits information for each employee. The list could not include the name, initials, electronic mail address, Social Security number, phone number, street address, or other information that could be used to identify an employee or an employee's beneficiary.

FISCAL IMPACT
The bill likely would have a negative fiscal impact on the DTMB and no fiscal impact on local units of government. Under the bill, the DTMB could incur additional information technology and staffing costs related to updating and maintaining the data. However, precise cost estimates are unavailable at this time.
