CONTENT

 

The bill would amend the Michigan Memorial Highway Act to designate the portion of Highway US-10 located in Warren Township in Midland County as the "Cpl. Casey P. Zylman Memorial Highway".

BACKGROUND

 

Corporal Casey P. Zylman graduated from Coleman High School in 2003 and enlisted in the United States Army in July 2005. He was assigned to the 3rd Squadron, 4th Cavalry Regiment, 3rd Brigade Combat Team, 25th Infantry Division, Schofield Barracks, Hawaii.

 

On May 25, 2007, Corporal Zylman died of wounds sustained when an improvised explosive device detonated near his vehicle in Mosul, Iraq. He was 23 years old. He received the Bronze Star, the Purple Heart, the Good Conduct Medal, the Global War on Terror Medal, and the Iraqi Campaign Medal. In 2009, relatives and Coleman community members designed and dedicated a memorial in downtown Coleman in honor of Corporal Zylman and other members of military service.

FISCAL IMPACT

 

The bill would have no fiscal impact on State or local government. The Act specifies that the Department of Transportation may provide for the erection and maintenance of markers designating the name of a highway only when sufficient private funds are available to cover the costs of erecting and maintaining those markers. As such, private funds would cover the cost of the renaming, and no State funds would be used.
