CONTENT

 

The bill would enact the "Police Restraint Tactics Act" to prohibit a law enforcement officer from intentionally applying pressure to the throat or windpipe of an individual that restricted blood flow or air unless the individual posed an immediate threat to the life of the law enforcement officer or another individual.

 

"Law enforcement officer" would mean that term as defined in the Michigan Commission on Law Enforcement Standards Act.

FISCAL IMPACT

 

The bill would have a minimal fiscal impact on State and local law enforcement. It would add a prohibition against certain law enforcement practices, which could result in additional investigations and/or training requirements required by the Michigan Commission on Law Enforcement Standards and State and local law enforcement agencies.
