House Bill 4451 would amend the Michigan Vehicle Code to allow the Secretary of State (SOS) to appoint its duly authorized representatives as examining officers for the examination of applicants for driver licenses.

The Code requires the SOS, before issuing a driver license, to examine each applicant for a driver license who at the time of the application is not the holder of a valid, unrevoked license. The Code allows the SOS to appoint sheriffs, their deputies, chiefs of police, their duly authorized representatives, and SOS employees, as examining officers for the examination. Under the bill, the SOS also could appoint its duly authorized representatives.
