CONTENT

 

The bill would amend the Michigan Commission on Law Enforcement Standards Act to include in the definition of "law enforcement officer" a transit police officer employed by a public body corporate created pursuant to an interlocal agreement under the Urban Cooperation Act between a city and an authority under the Metropolitan Transportation Authorities Act.

 

The bill also would include in the definition of a "law enforcement agency" a public body corporate that satisfies both of the following:

 

 --    Is established and maintained as a separate legal entity pursuant to an interlocal agreement under the Urban Cooperation Act, between a city that is authorized by the laws of the State to appoint or employ law enforcement officers and an authority under the Metropolitan Transportation Authorities Act.

 --    Is authorized by the laws of the State to appoint or employ law enforcement officers.

FISCAL IMPACT

 

The bill would have an indeterminate fiscal impact on the Michigan Commission on Law Enforcement Standards (MCOLES). Adding transit police officers to the statutory definition of law enforcement officer would require MCOLES to develop appropriate licensing and ongoing regulation processes for the several dozen expected new licensees, at a cost that cannot be determined at this time.
