CONTENT
The bill would authorize a parcel in the City of Mount Pleasant in Isabella County to be reconveyed back to the State and then back to the City of Mount Pleasant, and for a parcel in Macomb County, known as Sebille Manor, to be transferred from the Department of Technology, Management, and Budget (DTMB) to the Department of Military and Veterans Affairs (DMVA).
The Mount Pleasant property, a 304-acre property that was formerly the Mount Pleasant Center, originally was conveyed from the State to the City of Mount Pleasant via Public Act 208 of 2010. The bill would allow the State Administrative Board to receive that property back from the City of Mount Pleasant via quit claim deed or a similar instrument for $1. Following that transfer, the bill would require the State Administrative Board to convey the property back to the City of Mount Pleasant with all of the deed restrictions required under Public Act 208 of 2010, with the addition that a use of the property for a public purpose could include economic development.
The Sebille Manor property in Macomb County is approximately 103 acres and is currently owned by the DTMB. The bill would allow for the transfer of jurisdiction over the property to the DMVA through an affidavit of jurisdictional transfer.
