HOUSE BILL NO. 4696

A bill to require state agencies and local units of government to provide an option to submit a bond in place of a required inspection; to require the promulgation of rules; and to provide for the powers and duties of certain state and local governmental officers and entities.

the people of the state of michigan enact:

Sec. 1. As used in this act:

(a) "Local unit of government" means a city, county, township, or village of this state.

(b) "State agency" means a department, board, commission, office, agency, authority, or other unit of state government.

Sec. 2. (1) A state agency or local unit of government shall provide to a person that is subject to an inspection required by that state agency or local unit of government the option to submit a bond in place of the inspection.

(2) The state agency or local unit of government shall promulgate rules to implement this act, including, but not limited to, rules for determining the appropriate amount and type of bond acceptable, in accordance with the administrative procedures act of 1969, 1969 PA 306, MCL 24.201 to 24.328.
