Sec. 201. Pursuant to section 30 of article IX of the state constitution of 1963, total state spending from state sources under part 1 for the fiscal year ending September 30, 2022 is $75,362,500.00 and total state spending from state sources to be paid to local units of government is $0.00.

Sec. 202. The appropriations made and expenditures authorized under this act and the departments, commissions, boards, offices, and programs for which appropriations are made under this act are subject to the management and budget act, 1984 PA 431, MCL 18.1101 to 18.1594.

DEPARTMENT OF LABOR AND ECONOMIC OPPORTUNITY

Sec. 301. From the funds appropriated in part 1 for new Detroit veterans home construction, the Michigan veterans facility authority shall apply to the United States Department of Veterans Affairs for state veteran home construction grants that would provide federal funding for a new home to be located in the city of Detroit.

Sec. 302. From the funds appropriated in part 1 for new Marquette veterans home construction, the Michigan veterans facility authority shall apply to the United States Department of Veterans Affairs for state veteran home construction grants that would provide federal funding to replace the existing Michigan veteran home D.J. Jacobetti.

Sec. 303. The appropriations in part 1 for capital outlay shall be carried forward at the end of the fiscal year consistent with section 248 of the management and budget act, 1984 PA 431, MCL 18.1248.
