CONTENT
The bill would amend Part 91 (General Provisions) of the Public Health Code to delete the requirement that a regular donor of self-replicating body fluids be tested every three months for human immunodeficiency virus (HIV) or an HIV antibody.
Currently, under Part 91 (General Provisions) of the Public Health Code, requires an individual who procures or collects fluids that are reproduced by the body, including breast milk but not blood or sperm, for purposes of introduction into a human body must test each potential donor for the presence of HIV or an HIV antibody. If the donor donates on a regular basis, the donor must be tested at least every three months. The bill would delete the requirement that a regular donor be tested at least every three months.

FISCAL IMPACT
The bill would have a minor positive fiscal impact on the Department of Health and Human Services and local units of government by reducing laboratory costs due to the elimination of the quarterly testing requirement for self-replicating body fluids.
