CONTENT
The bill would amend Public Act 120 of 1935, which prescribes a method of fingerprinting State residents, by extending, from October 1, 2023, to October 1, 2027, the expiration date for the collection of fees to gather and process fingerprints, and to conduct name-based criminal record checks by the Department of State Police (MSP). Current fees of $30 for gathering and processing fingerprints and completing a criminal record check, and $10 for processing a name-based criminal record check, would continue under the bill.
FISCAL IMPACT
The bill would provide continuing annual revenue of approximately $23.0 million in restricted funds for the MSP. These funds would be deposited into the Criminal Justice Information Center (CJIC) Service Fees Fund. The Fund supports the costs of taking and processing fingerprints, completing criminal record checks, maintaining the Internet Criminal History Access Tool (through which name-based criminal records checks are processed) and CJIC administration. Funds from the proposed extension of the fees' sunsets is assumed within funding for the fiscal year 2023-24 State Police budget.
