CONTENT

 

The bill would amend Public Act 317 of 2006, which establishes certain entities in the Michigan Strategic Fund, including the Michigan Defense Center, to update references of procurement technical assistance centers (PTACs) to APEX Accelerators.

BRIEF RATIONALE

 

Generally, PTACs provide small businesses with no-cost advising on all aspects of government

contracting, including selling to Federal, state, and local governments and fulfilling contracts.

The United States Department of Defense (DoD) partially funds PTACs. In December 2022, the DoD and the Small Business Administration signed a memorandum of understanding that, among other things, changed the name of PTACs to APEX Accelerators.1 Accordingly, it has been suggested that Michigan law be updated to include the new name.

 

PREVIOUS LEGISLATION

The bill is a reintroduction of Senate Bill 481 from the 2023-2024 Legislative Session. Senate Bill 481 passed the Senate and was reported by the House Committee on Economic Development and Small Business but received no further action.
