CONTENT
The bill would amend Public Act 224 of 1969, which regulates research facilities that use dogs or cats as laboratory animals, to require each facility to include the total number of laboratory animals owned, used, and released by that facility in the preceding year in its annual report to the Department of Agriculture and Rural Development (MDARD).
BRIEF RATIONALE
Currently, the Act requires research facilities to report an attestation of compliance with the Act to MDARD annually for MDARD's determination of compliance with Section 8a, "Teddy's Law". Teddy's Law requires research facilities to offer up certain laboratory animals no longer needed for research to animal protection centers. According to testimony before the Senate Committee on Natural Resources and Agriculture, the Act's current reporting requirements are not transparent enough to determine the effectiveness of Teddy's Law and modifying the Act's reporting requirements has been suggested.
