CONTENT
The bill would amend Public Act 224 of 1969, which regulates research facilities that use dogs or cats as laboratory animals, to require each facility to include the total number of laboratory animals owned, used, and released by that facility in the preceding year in its annual report to the Department of Agriculture and Rural Development (MDARD).
The Act requires research facilities that use dogs or cats as laboratory animals to submit a report to MDARD, by March 31 of each year, that includes an attestation of compliance with the Act’s requirements. The bill would modify this provision, and instead, by March 31 each year, a research facility that used dogs or cats as laboratory animals would have to submit a report to MDARD that included all the following information regarding the preceding calendar year:
-- The total number of laboratory animals that were owned by the research facility.
-- The total number of laboratory animals that were used for laboratory research conducted at the facility.
-- The total number of laboratory animals that were released by the research facility.
The Act requires MDARD to make the report information available on its website and requires MDARD to use that information to determine compliance with Section 8a (Teddy’s Law). (Section 8a, or Teddy’s Law, requires research facilities to offer up laboratory animals no longer needed for research for adoption to facility employees or to an animal protection center if an attending veterinarian determines the animal is suitable for adoption.)
