Senator John N. Damoose of the 37th District offered the following invocation:

Lord, we come before You and humble ourselves and quiet ourselves before You, Lord, and recognize there’s more than 300 illegal or illicit massage parlors in this state with thousands of women from around the world who are being forced into servitude today. I pray that You comfort each one of them today, Lord God. Give them a better day than they normally have. I pray that the people who are abusing them and paying for these services—I pray that You get them stuck in the snow or cause them to do something different today, Lord. Open their eyes and convict them of what they’re doing that’s wrong. Lord, I pray that long-term, You give us solutions that will actually work to stop this terrible human trafficking that’s happening all throughout our society.

We pray this in Jesus’ name. Amen.

Department of Labor and Economic Opportunity

February 7, 2025

Under section 8 of the Michigan Employment Security Act, MCL 421.8, the Department of Labor and Economic Opportunity, Unemployment Insurance Agency must report annually to the Governor and the Legislature any amount, in excess of $1.00, that the maximum weekly unemployment benefit rate would increase if the annual increase in the United States Department of Labor’s Consumer Price Index (CPI) were applied to the maximum weekly benefit rate for Michigan.

Therefore, I am transmitting to the Governor, the House, and Senate for publication along with this letter in the Journals of their respective bodies the enclosed report showing that since the last increase in the maximum weekly benefit rate to $362.00, the increase in the CPI would result in an increase in the maximum weekly unemployment benefit rate to $617.83.

Senator Shink asked and was granted unanimous consent to make a statement and moved that the statement be printed in the Journal.

Senator Shink’s statement is as follows:

Today, I’m introducing a bill to ensure that Michigan’s children are not left vulnerable and defenseless in the court room. In this country, every American is guaranteed the right to legal representation in criminal cases, yet here in Michigan that fundamental right is not functionally guaranteed to all minors. There are children across our state who are accused of crimes and whose families can’t afford an attorney. As a result, these young people are forced to navigate our complex legal system alone, without the guidance or protection of legal counsel.

As a lawyer, I can say with certainty that for a child—for an adult, but especially for a child—that is no easy feat. Proper legal representation can make all the difference in a young person’s life. It can mean the difference between a future filled with opportunity or a future defined by hardship and incarceration. It’s simple, in our great nation, in our great state, every person, even the youngest among us, should have access to justice with the right to representation.

This bill would enshrine that right for Michigan’s indigent youth. Reintroducing this bill continues to build on our work from last session. Similar legislation passed both chambers with overwhelming bipartisan support last year. It’s clear—this is not a partisan issue, this is a question of justice. No one should face the weight of the criminal justice system alone simply because they can’t afford an attorney, especially a child. We have a duty to protect the rights of every Michigander, no matter their age.

We have a chance to do that today. Supporting this bill ensures that children will not be denied their constitutional rights and will be guaranteed fairness, justice, and a better future. I urge you to join me in giving all the children of our state the best chance to a brighter future by continuing to support these bills. The blueback is on my desk.
